PETITION TO THE GOVERNMENT OF TUVALU

A Call for Formal Consideration of a Free Private City in Funafuti

To: The Honourable Prime Minister and Cabinet, Government of Tuvalu

We, the undersigned citizens of Tuvalu, respectfully call upon the Government to formally invite The Confederation of Eleutheria Association Inc. to submit a detailed proposal for the establishment of a Free Private City in Funafuti.

Tuvalu faces significant challenges, including climate change, limited land and economic opportunities, infrastructure needs and the cost of providing essential services. We believe a carefully designed Free Private City could attract substantial international investment while creating lasting benefits for Tuvalu and its people.

Potential benefits include:

New jobs, businesses and economic opportunities for Tuvaluans.
Investment in housing, transport, utilities and essential infrastructure.
Education, training and skills development.
Increased government revenue and international investment.
Funding for climate adaptation and environmental protection, including Tuvalu's National Adaptation Plan.
New opportunities for tourism, trade and entrepreneurship.

We recognise that any development must respect Tuvalu's sovereignty, Constitution, laws, culture, environment and the rights of its people. It must be subject to proper legal and environmental assessment, transparency and meaningful community consultation.

We are not asking the Government to approve a development without proper consideration. We are simply asking it to take the first step: formally request a detailed proposal so that its potential benefits, risks and costs can be independently assessed.

Tuvalu deserves the opportunity to consider innovative approaches to securing its long-term prosperity, resilience and self-determination.

We believe Tuvalu's future should be shaped by Tuvaluans, with the courage to consider new opportunities and the wisdom to examine them carefully.

We respectfully ask the Government of Tuvalu to give this proposal a fair and formal opportunity for consideration.
